About Brass Band

Objective
Brass bands were introduced in India by the British as military bands but they also found a key role in almost every North Indian weddings and therefore became an established industry. However over the years with the introduction of electronic music, the brass band industry in India has been struggling. As a part of ongoing Haryana Swarna Jayanti celebrations, the Government of Haryana is planning to organise a State level open Brass Band Competition to celebrate their historical values and cherished traditions.

Target Audience
In India traditionally, commercial brass bands can be found in all cities and towns which are used in wedding processions. In addition armed forces, police departments, paramilitary forces also have brass bands which are used during ceremonial events and parades. Schools have too their bands which are used during their annual events or sports ceremonies. Therefore the competition is proposed to be held in 4 separate

categories-

  • Open category for all commercial or non-commercial bands.
  • Bands from State Govt. schools
  • Bands from other private or Central Government schools
  • Armed force/Police/Paramilitary bands

Competition Structure
The competition for the school bands (State Govt. School and other private/Central government schools) and open category will be organised in all the 22 districts of Haryana followed by a final competition at the state level in Panchkula at Indradhanush Auditorium whereas the competition for the Armed force/Police/Paramilitary bands will be held directly at the state level. The open category competition and school band competition will be well advertised through state level and local newspapers. A copy of the draft advertisement for the same is attached. An online/offline registration process will be followed for registration of the participants who wish to compete in the competition. Formats for the application forms are attached as Annexure 1. For the Armed force/Police/Paramilitary invitations will be sent to each of the concerned departments to identify the bands within their cadres for participation in the competition.

For the open category and both category for school bands district level competitions will be held in all district headquarters by the District Collectors Office with support from the District Public Relations Department and Department of Secondary Education from 20th and 22nd July 2017. The top band in each category from each district will move to the state level competition. The Department of Information, Public Relations & Languages, Government of Haryana, Department of Art & Cultural Affairs, Government of Haryana, Haryana Kala Parishad and District Administration, Panchkula with support from the Swarna Jayanti Authority of Haryana will be responsible for conducting the finals at Panchkula from 3rd - 6th August, 2017.

Qualification, Rules and Awards
Qualification: -

  • Open Category:
    • Band must have minimum 8 members with minimum 4 brass instruments
    • Band must be led by a band master
    • Band must have clean, neat and presentable uniforms


    School Bands (from State Govt. schools and other private/Central Govt. schools):
    • Bands must have minimum 4 members with minimum 2 musical instruments
    • Band must have clean, neat and presentable uniforms


    Armed force/Police/Paramilitary bands:
    • Bands must have minimum 10 members with minimum 5 brass instruments
    • Band must be led by a band master
    • Band must have clean, neat and presentable uniforms


  • Rules for the competition
    • Each band will be allowed a performance time of 10 minutes including time for change of song
    • Each band will need to play 1 patriotic song followed by one song of their choice during their performance.

  • Judges:
    • For district level competition, a panel of 4 judges will be nominated by DC of concerned district which include following:
      • ADC/SDM or any other senior officials appointed by DC
      • DPRO
      • An Instructor of Brass Band in Police Department
      • A DPE to be nominated for schools brass band competition by DC of district


    • For state level competition, a panel of 4 judges will be nominated by Department of Information, Public Relations & Languages, Department of Art & Cultural Affairs, Haryana Kala Parishad with support from Swarna Jayanti Celebrations Authority of Haryana

      Following cash prizes along with trophies and certificates will be offered to the 1st , 2nd and 3rd positions in below mentioned categories at the district level competition:

  • Transport & Accommodation of participants for state level competition

    Transport and accommodation arrangements for winning teams from each district to Panchkula will be the responsibility of the respective teams. An amount of INR 1000 per participant will be reimbursed by the Department of Art & Cultural Affairs for the same.
